A new resolution from the Government of Dubai has significantly reshaped how European businesses can expand into the emirate.

Resolution No. 11 of 2025 states that most free zone companies can now operate in Dubai’s mainland market by obtaining a permit directly from Dubai Economy and Tourism (DET).

This greatly eases the administrative burden, removing the need for dual licences or separate mainland entities. For European SMEs, the change lowers entry risks as firms can set up in a free zone, enjoy full ownership and cross-border advantages, and later add a DET permit to access mainland clients. For multinationals it streamlines governance and strengthens compliance with international tax and substance rules.
